Trump Declares Iran Conflict ‘Over’ as War Powers Deadline Looms

Washington – UNS: U.S. President Donald Trump has announced that hostilities with Iran have “terminated,” citing a ceasefire as the legal deadline under the War Powers Resolution of 1973 came into effect.
In a letter to congressional leaders, Trump stated that there had been no exchange of fire since the ceasefire and that the conflict, which began on February 28, had effectively ended. The move appears aimed at reinforcing his position that he does not require congressional approval to continue U.S. involvement.
Under the War Powers Resolution, a U.S. president can engage in military action for up to 60 days without authorization from Congress, after which they must either seek approval or begin withdrawal within a limited extension period.
Despite Trump’s claims, lawmakers—particularly Democrats—have challenged his interpretation. Senator Jeanne Shaheen criticized the administration, stating that a ceasefire does not meet the legal requirements of the law and calling the deadline a “clear legal threshold” for action. She also argued that ongoing U.S. naval operations targeting Iranian oil exports suggest the conflict has not truly ended.
Meanwhile, Iran reportedly sent a fresh proposal for negotiations through Pakistani mediators, according to state media, but the offer was swiftly rejected by Trump.
The president has previously described the War Powers Resolution as unconstitutional, echoing concerns raised by past administrations. However, legal experts note that the issue has never been definitively settled by the courts.
The conflict has resulted in significant casualties, economic losses, and global market disruptions, particularly in energy supplies. With U.S. elections approaching later this year, the war remains a contentious issue, as opinion polls indicate declining public support.
