ISLAMABAD: Pakistan has issued a fresh set of guidelines for its citizens living and working in Saudi Arabia, urging overseas workers to comply strictly with Saudi laws, maintain valid residency and employment documents, safeguard their financial records and observe local social, cultural and religious norms.
The guidelines, issued by the Bureau of Emigration and Overseas Employment (BEOE), are aimed at reducing legal, employment and financial risks faced by Pakistani workers and ensuring that their residency and employment status remain fully compliant with Saudi regulations.
Under the guidelines, Pakistani workers have been advised to keep their Iqama or Saudi residence permit with them at all times and ensure that it is renewed before expiry. Workers have also been directed to comply with workplace safety requirements and use all protective equipment prescribed for their jobs.
The Bureau has further advised workers to retain copies of their employment contracts, monthly salary slips and bank statements and maintain accurate records of their employment-related financial entitlements, including end-of-service benefits, commonly referred to as gratuity.
Workers have been urged to understand the terms and conditions of their employment contracts and to retain documentary evidence of their agreed salary, benefits and other employment conditions.
Financial Discipline and Remittances
The guidelines call on Pakistani nationals to send remittances to their families in Pakistan only through authorised and official financial channels.
Workers have also been advised to set aside part of their monthly income as an emergency reserve to meet unforeseen expenses, employment-related difficulties or other emergencies.
The emphasis on maintaining financial documentation is intended to provide workers with verifiable records in the event of disputes over salaries, contractual obligations or end-of-service benefits.
Strict Compliance Before Departure
Pakistani workers planning to leave Saudi Arabia have been advised to complete all required exit and administrative procedures before departure and ensure that their employment and residency status is properly settled.
The Bureau has urged citizens to remain informed about administrative requirements applicable to their particular employment and residency status and to avoid actions that could result in legal or immigration complications.
Respect for Saudi Laws and Public Conduct
The guidelines place particular emphasis on strict compliance with Saudi laws, regulations, customs and religious practices.
Pakistani citizens have been advised to maintain appropriate dress and conduct in public places and to demonstrate due respect when visiting religious sites. Workers have also been cautioned against behaviour that could violate local regulations or create unnecessary legal exposure.
The guidance reflects the broader principle that foreign workers are required to respect the laws and social norms of the country in which they reside.
Emergency Assistance
Pakistani nationals have also been advised to save the emergency contact details of the Embassy of Pakistan and Pakistani consulates in Saudi Arabia so that they can seek official assistance when required.
The Bureau’s message is clear: Pakistani workers should maintain valid documentation, understand their contractual rights and obligations, preserve financial records, use authorised channels for remittances and comply fully with Saudi law.
The guidelines are intended to strengthen the legal and financial protection of Pakistani workers while reducing avoidable disputes, immigration complications and other risks during their stay in Saudi Arabia.
Pakistan’s existing overseas-employment framework likewise places emphasis on regulated recruitment, employment terms and formal procedures for citizens seeking work abroad.
