ISLAMABAD -UNS:Saudi Arabia, Türkiye and Pakistan are moving towards a more structured and permanent framework for defence and security cooperation, marking a significant development in the strategic landscape of the Middle East and South Asia.

The appointment of retired Pakistani Lieutenant General Nauman Mahmood to lead the proposed secretariat places Pakistan at the centre of the arrangement during its initial phase, while Riyadh is expected to serve as the permanent headquarters.

The development is significant because it suggests a move beyond ad hoc diplomatic coordination towards a more institutionalised mechanism covering defence cooperation, military activities, expertise-sharing, technology and defence-industry collaboration.

The most consequential element is the principle of collective defence. Under the agreement, an armed attack against one member is to be treated as an attack against the other members. The practical interpretation and implementation of this provision will be critical in determining the alliance’s eventual military significance.

For Saudi Arabia, Türkiye and Pakistan, the framework could provide a mechanism for closer defence coordination across two strategically important regions. For neighbouring states and other regional powers, however, the emergence of a permanent trilateral security structure creates a new factor in regional strategic calculations.

The three governments have stressed that the arrangement is defensive in nature and is not directed against any particular state. Its eventual significance will therefore depend less on political declarations and more on whether the framework develops into concrete mechanisms for joint planning, military exercises, intelligence coordination, defence technology cooperation and crisis response.

The decisive question is now implementation.

If the three countries succeed in converting political commitments into permanent defence institutions and operational cooperation, the arrangement could become a significant feature of the regional security architecture.

For now, the direction of travel is clear: what began as political and bilateral defence cooperation is developing into a more structured trilateral framework whose strategic implications extend beyond the three participating states.
