*Groundwater Depletion: Pakistan’s Invisible Emergency*

Pakistan’s most overlooked water crisis is unfolding beneath our feet. While rivers, dams and floods dominate public debate, the water hidden underground is disappearing silently. Yet this invisible loss now threatens our food security, public health, economic growth and the future of our cities. This is not a warning about tomorrow. It is a crisis we are already living through.

The scale of the crisis is staggering. Punjab extracts nearly 60 billion cubic metres of groundwater each year through more than 1.5 million tube wells, while NASA ranks the Indus Basin aquifer as the second most overdrawn aquifer in the world. These are not merely alarming statistics; they are clear warning signs that Pakistan is rapidly exhausting one of its most valuable natural resources.

These alarming findings are no longer confined to scientific reports. Across Pakistan, farmers, households and entire cities are experiencing the consequences in their daily lives.

For farmers, the crisis is immediate. In Pakpattan, growers report groundwater levels falling by 15 to 20 feet within just five to six years. As wells become deeper, irrigation becomes more expensive, forcing some farmers to reduce cultivation or leave part of their land uncultivated. Excessive pumping also compresses underground aquifers, permanently reducing their capacity to store water. In effect, we are not only consuming today’s water but also destroying tomorrow’s reserves. The Asian Water Development Outlook 2025 warns that uncontrolled groundwater extraction is contributing to the spread of arsenic contamination in several agricultural regions.

Cities face a different but equally serious challenge. Quetta continues to drill deeper boreholes, while Karachi has become increasingly dependent on an expensive tanker economy. Islamabad is no exception. According to the Pakistan Council of Research in Water Resources (PCRWR), many water sources in and around the capital already show signs of contamination, while thousands of residents rely on costly private water tankers because piped supplies remain unreliable. Groundwater depletion has therefore become not only an environmental problem but also a governance challenge and a matter of social justice.

The implications extend well beyond today’s shortages. If current trends continue, groundwater depletion will shape Pakistan’s future as profoundly as climate change itself. Food production will become more expensive, cities will struggle to meet rising demand, industries will face higher costs, and competition over water is likely to intensify. The decisions taken during this decade will determine whether future generations inherit water security or chronic water scarcity.

The causes of this crisis are well known: water-intensive agriculture, rapid urbanisation that seals natural recharge areas beneath concrete, weak regulation of groundwater extraction, climate variability, unchecked industrial pumping, rapid population growth and wasteful water use. Although Pakistan has taken some encouraging steps—including managed aquifer recharge projects in Punjab, pilot rainwater harvesting initiatives and plans to strengthen groundwater monitoring—these efforts remain too limited to match the scale of the challenge.

Groundwater is not a private resource. It is a national trust. Pakistan must urgently regulate tube wells through licensing and metering, expand managed aquifer recharge, make rooftop rainwater harvesting a standard feature of urban development, promote water-efficient irrigation, encourage less water-intensive crops and establish a nationwide groundwater monitoring network. Equally important is changing public behaviour. Every leaking tap, every overflowing water tank and every unnecessary litre of water wasted adds to a crisis that is already stretching our natural limits.

As the Asian Development Bank rightly observes, Pakistan is no longer short of ideas; it is short of the capacity to implement them.

Groundwater is Pakistan’s hidden inheritance. Every generation has a duty to pass it on, not exhaust it. For decades, we have withdrawn far more water than nature can restore, believing the supply beneath our feet was endless. It is not. The choices we make today will determine whether our children inherit secure aquifers or dry wells. The greatest water crisis in Pakistan may not begin with another devastating flood or a prolonged drought. It may begin on an ordinary morning when millions of people turn on a tap—and nothing comes out. By then, no amount of regret will refill an empty aquifer.
