In a major escalation of Pakistan’s campaign against cybercrime, the National Cyber Crime Investigation Agency (NCCIA) has released its comprehensive performance report for 2025, revealing large-scale enforcement actions, institutional reforms, and strategic upgrades aimed at countering the country’s rapidly expanding digital threat landscape.

Enforcement and Convictions: A Decisive Shift

According to the report, the NCCIA successfully completed investigations into 2,196 major cybercrime cases during the year. These operations led to the arrest of 2,902 individuals involved in:

  • Online fraud and identity theft
  • Phishing and financial scams
  • Organized cybercriminal activity

A standout metric in the 2025 report is the judicial outcome: courts awarded convictions in 774 cases. This indicates a significant improvement in evidence handling, forensic analysis, and prosecution standards, signaling to criminals that the digital space is no longer a “safe zone.”

Victim Recovery and Financial Crackdown

Cyber-enabled fraud has evolved into a form of organized economic crime. Recognizing this, the NCCIA prioritized victim recovery and the financial disruption of criminal networks.

Key Financial Impact Figures:

  • Recovery: Over PKR 461 million recovered and returned to victims.
  • Freezing Assets: Over 46,000 fake bank accounts and digital wallets were frozen.
  • Network Dismantling: Five major local and international cybercrime networks were completely dismantled.

These networks were found to be exploiting digital payment systems and social engineering techniques to defraud citizens and businesses alike.

One of the most critical initiatives highlighted was Operation Brown, a targeted national campaign against online child exploitation. This operation resulted in the arrest of 35 suspects linked to the production and circulation of child abuse material across social media and dark web forums.

Technological Upgrades: AI and Machine Learning

To match the sophistication of modern threats, the NCCIA introduced advanced Artificial Intelligence (AI) and Machine Learning systems. These tools enable:

  1. Predictive threat analysis
  2. Behavioral tracking
  3. Real-time digital forensics

This technological leap was supported by an aggressive capacity-building program, training over 300 officers in specialized fields like cryptocurrency tracing and dark web monitoring.

Future Outlook: National Cyber Crime Reporting Portal

Director General NCCIA, Syed Khurram Ali, reaffirmed a zero-tolerance policy, stating that cybercrime is now a “direct threat to national security and economic stability.”

To improve accessibility, the agency announced the launch of a National Cyber Crime Reporting Portal next year. This centralized system will allow citizens to submit complaints, upload digital evidence, and track case progress in real-time. Furthermore, the establishment of Joint Investigation Teams (JITs) with the banking and fintech sectors ensures a coordinated front against financial crimes.

In a strategic move to protect Pakistan’s economic and financial infrastructure, the NCCIA also decided to establish Joint Investigation Teams (JITs) with key economic sectors, including banking, fintech, telecommunications, and digital service providers, ensuring rapid response and coordinated action against cyber-enabled financial crimes.

Commenting on the agency’s performance and future direction, Director General NCCIA Syed Khurram Ali reaffirmed a zero-tolerance policy against cybercriminals, stating that cybercrime is no longer a conventional law-and-order issue but a direct threat to national security, economic stability, and public trust.

He warned that individuals or networks exploiting Pakistan’s digital space—whether operating locally or internationally—would face uncompromising legal action.

Analysts view the NCCIA’s 2025 performance as a decisive shift toward institutionalized cyber defense, signaling Pakistan’s intent to confront cybercrime with the same seriousness as traditional security threats.
