FIA Busts Alleged Fake Medico-Legal Certificate Racket at PIMS Hospital, Three Arrested

ISLAMABAD -UNS: The Federal Investigation Agency (FIA), under the supervision of a judicial magistrate, conducted a trap raid at the Pakistan Institute of Medical Sciences (PIMS) Hospital in Islamabad, uncovering an alleged network involved in issuing fake medico-legal certificates (MLCs) in exchange for bribes.

During the operation, an FIA official posed as an injured complainant and was provided with marked currency as an advance payment to obtain a fraudulent MLC. The suspects were arrested red-handed after accepting the marked cash.

According to the FIA, preliminary investigations revealed that the accused allegedly issued fake medico-legal certificates in return for bribes, enabling the registration of false criminal cases at various police stations in Islamabad. Investigators further alleged that, in cases where no visible injuries existed, superficial cuts were deliberately inflicted on individuals and stitched to fabricate medical evidence, which was then used to prepare fraudulent MLCs.

During the raid, Muhammad Usman, a Lower Division Clerk (LDC) at the Medico-Legal Office, was arrested while allegedly receiving Rs50,000 in marked currency. Acting on his disclosure, a Medico-Legal Officer and a ward boy, identified as Rameez Akhtar, were also taken into custody.

The FIA also seized records of previously issued suspected fake MLCs. Forensic examination of the suspects’ mobile phones reportedly uncovered incriminating chats and banking transactions, providing further evidence of their alleged involvement.
An FIR (No. 38/2026), dated July 21, 2026, has been registered under Sections 420, 468, 471, and 109 of the Pakistan Penal Code, along with Section 5(2) of the Prevention of Corruption Act, 1947.
The accused were produced before the court, which granted a three-day physical remand for the two male suspects, while the Medico-Legal Officer was sent to judicial custody pending further investigation.
