ISLAMABAD:The National Highway Authority’s forty two (42) out of forty nine (49) maintenance units are non-functional, whereas money meant for roads is insensibly being wasted by PAS & PAAS officers posted on deputation basis to NHA.
According to details NHA is understaffed to cater the construction activities, operation and management of 15,000 kms roads network of Pakistan.
Ministry of Communications out rightly ignoring the relevant judgments of the Supreme Court and Islamabad High Court has appointed more than thirty individuals on deputation basis to NHA in violation of service rules.
Officers which have already spent over five years on deputation to NHA are being made to overstay in violation of civil service rules, specifically section 10.
Establishment Division instead of taking action against the culprits is acting like a post box for the communication ministry.
Profiles of all such officers who have overstayed at NHA and not even spent 365 days in their own cadre or lending department have illegally been granted further extension in deputation period with prized postings in own pay scale. PAS and PAAS officers on deputation to NHA are allegedly involved in playing a negative role of divide and rule with NHA employees. All employees at NHA are fighting with each other over seniority issues in office and various courts example: Regular vs contract, sacked vs contract, daily wages vs regular; Only class which is happy and making good fortune out of the present situation is educationists.
Deputationist’s from PAS and PAAS are allegedly involved in ill-conceived restructuring and reorganization of NHA, misuse of money meant for roads, abuse of assets, flop business plan with a given mandate to portray a successful public office as a debt ridden, failed entity and creating an atmosphere through which NHA could be dished out to one of its contractors just like all motorways network causing irreparable financial loss to the NHA.
Hammad, BPS-19 officer of PAAS has been given charge of one BPS-20 post GM (Right of Way) and one BPS-21 post of Member Finance in own pay scale. Allah Dad Khan BPS-21 senior most officer of finance wing is being made to work under the above mentioned junior officer and being forced to take LPR.
Zahir Shah BPS-20 officer of PAS was posted to NHA as Member Admin killing the promotional rights of Rafique Ahmad Khan and Sajjad Ahmad Khan, regular senior most officers.
The sources said Shah is accused of taking heavy bribe for all posting transfers ordered in past three months.
Due to his close political affiliation with JUI he has been promoted to BPS-21 through hpsb. Instead of actualizatizing his promotion he is keenly interested to continue working at NHA.
Allegedly he is learnt to have made good fortune by ignoring officers on merit and clearing all inefficient and corrupt in recent DPC of NHA, BPS-18 to 19, BPS-19 to 20 and BPS-20-21.
There is so much of room for placement of freshly graduated engineers and even highly skilled engineers which are roaming around with degrees in search of jobs but the motive of present team is to destroy the potential of NHA, which is main reason why 42 out of 49 maintenance units (according to old reach) are non functional today.
