Rawalpindi : The Punjab Housing and Town Planning Agency (PHATA) Regional Directorate Rawalpindi has issued a formal Show Cause Notice to Saad Nazir, Chief Executive Officer of the proposed Blue World City housing scheme, for allegedly engaging in illegal marketing and development activities without securing mandatory approval from the authority.
According to details the notice (Memo No. PHATA/APHS/1469), the proposed housing scheme, covering an area of 4,180 Kanals, 6 Marla, and 78 Sq. Ft. at Mouza Sihal, Habtal, Pind Malhu, and Dhulliyal along Chakri Road, remains “unapproved” under the PHATA Affordable Private Housing Schemes (APHS) Rules, 2020.
The document states that despite technical scrutiny under Rule 4 and 5(a) of the APHS Rules, the scheme has not yet received official sanction. A site inspection by the Deputy Director (Town Planning), PHATA Region Rawalpindi, revealed continued promotional and development operations in violation of PHATA regulations.
The housing developer has been directed to submit a detailed written response within one week of receiving the notice. Failure to comply may result in legal action under the PHATA APHS Rules 2020 and PHATA Regulations 2025, the notice warns.
A copy of the notice has also been forwarded to the Director General, PHATA Lahore for further review and necessary action.
